President Julius Maada Bio has received the 2025 Annual Monitoring and Evaluation Report from the Director-General of the National Monitoring and Evaluation Agency (NaMEA), Dr. James Edwin, at State House.
The report assesses the implementation, performance and impact of government programmes, projects and activities across ministries, departments and agencies (MDAs) during the 2025 fiscal year.
Receiving the report, President Bio commended NaMEA for its contribution to strengthening good governance, accountability and evidence-based decision-making.
“I commend the Board and Management of NaMEA for their vital contribution to good governance,” President Bio stated, while urging the Agency to intensify its monitoring and evaluation of government programmes, projects and activities.
President Bio noted that as government accelerates the implementation of its Big Five Game Changers, robust monitoring and evaluation will be essential to tracking results, identifying implementation bottlenecks and ensuring value for money in public spending.
He stressed that data generated by NaMEA should be used to inform policy adjustments and improve service delivery in key sectors, including agriculture, human capital development, infrastructure and the blue economy.
Presenting the report, Dr. Edwin said NaMEA expanded its monitoring activities in 2025 to include field verifications, citizen feedback mechanisms and performance assessments of flagship government projects.
He explained that the findings and recommendations contained in the report are intended to help government address implementation gaps and achieve targeted outcomes for the people of Sierra Leone.
Dr. Edwin also called for stronger collaboration between NaMEA and MDAs to ensure timely reporting and the effective use of monitoring and evaluation data in planning and budgeting.
President Bio assured NaMEA of the government’s continued support, noting that a well-functioning monitoring and evaluation system is essential to building public trust and delivering on government’s commitments to Sierra Leoneans.
With the submission of the 2025 report, government is expected to use its findings and recommendations to strengthen programme implementation and inform planning ahead of the 2026 budget cycle.
