MoPED Engages Chinese Experts on 1,500 Solar Project

The Development Secretary at the Ministry of Planning and Economic Development (MoPED), Ambrose James, has engaged a delegation of Chinese technical experts to review the design and implementation framework for the installation of 1,500 solar streetlights across the country.

The meeting, held at the MoPED Conference Hall on Monday, brought together government officials and a visiting team led by Mr. Li to assess existing feasibility studies and refine key aspects of the project’s implementation plan.

Discussions focused on installation planning, site mapping, and operational requirements, including equipment storage, documentation for expatriate staff, and duty-free clearance for imported materials. The Chinese technical team is expected to remain in Sierra Leone for two months to conduct field assessments across all 16 districts.

The solar streetlight project forms part of a broader China-funded development package coordinated by MoPED in collaboration with relevant Ministries, Departments, and Agencies (MDAs). Other components of the package include the construction of regional markets in Bo, Makeni, Kenema, Waterloo, and Kailahun, as well as a 100-borehole water supply initiative.

Speaking during the engagement, the team leader emphasized the need for clear timelines, accurate mapping of installation sites, and strong coordination to avoid duplication of efforts. He disclosed that the review phase will last two months, followed by a one-month design validation period. He added that a team of engineers is expected to arrive in August to commence full-scale installation.

In response, Ambrose James reaffirmed the government’s commitment to ensuring smooth implementation through effective coordination. He stated that MoPED will designate focal persons and work closely with district councils to support the project.

He also assured the delegation of the government’s readiness to facilitate engagements with key institutions, including the National Revenue Authority for duty waivers and the Ministry of Labour and Employment for work permits.

The Development Secretary further pledged that all necessary documentation, contact details, and mapping resources would be provided promptly.

The nationwide solar streetlight initiative is expected to improve public safety, enhance visibility in both urban and rural communities, and contribute to Sierra Leone’s sustainable energy and infrastructure development.
