Sierra Leone has presented its Integrated Rice Milling Investment Opportunity to international investors at the Africa Food Systems Forum (AFSF) 2026, as the Government seeks strategic capital and partnerships to expand domestic rice processing and strengthen the country’s food value chain.
Agriculture and Food Security Minister Dr. Henry Musa Kpaka made the investment pitch during the forum’s Country Deal Room, which brought together investors, businesses and development partners to consider commercially viable projects capable of transforming Africa’s agri-food systems.
The proposed investment focuses on developing and expanding modern rice milling facilities to increase local processing capacity, create jobs and strengthen connections between farmers and commercial markets.
The initiative forms part of the Government’s broader efforts to increase domestic food production, improve food security and attract private-sector investment into agriculture.
The Africa Food Systems Forum 2026 is being held under the theme, “Investing in Agri-Food Systems: Nourishing Nations, Growing Jobs, Building Resilience.” The forum has attracted government leaders, investors, policymakers and agricultural stakeholders from across Africa and beyond.
Rice remains a major staple in Sierra Leone, making investment in its production, processing and marketing critical to efforts to improve food security and reduce reliance on imported rice.
The Government is seeking investors and technical partners capable of providing financing, modern technology and expertise to develop a commercially sustainable rice-processing industry.
Beyond increasing milling capacity, the investment could generate wider economic opportunities across transportation, storage, packaging, distribution and marketing, while giving farmers improved access to structured and reliable markets.
Speaking to prospective investors through the Country Deal Room, Minister Kpaka highlighted Sierra Leone’s agricultural potential and the opportunity for private capital to support value addition and commercial growth within the rice sector.
The Country Deal Room provides participating governments with a platform to present specific investment-ready projects directly to investors and financiers, linking national development priorities with potential sources of capital and technical support.
For Sierra Leone, the rice milling proposal represents an opportunity to move beyond increased production towards greater value addition, stronger market linkages and expanded private-sector participation in agriculture.
The Government’s objective is to convert the country’s agricultural potential into productive investments that can expand processing capacity, create employment, increase food availability and contribute to sustainable economic growth.
Sierra Leone’s participation at AFSF 2026 therefore places its rice sector before an international investment audience, with the Integrated Rice Milling Investment Opportunity emerging as a key proposition for partners seeking opportunities in Africa’s growing agri-food sector.
