Electoral officials from across West Africa gathered in Dakar this week to address one of the region’s ongoing democratic challenges: ensuring that persons with disabilities can fully participate in elections as electoral systems become increasingly digital.
The Electoral Commission for Sierra Leone (ECSL) is being represented at the United Nations Development Programme (UNDP) regional conference by Commissioner Zainab Umu Moseray. The conference is focused on promoting electoral participation through inclusive, accessible, and technology-driven electoral processes.
Commissioner Moseray said the gathering provides an important opportunity for Sierra Leone to compare its electoral reforms with regional best practices and identify digital tools and strategies that can be adapted locally. She emphasized that digital systems can significantly improve access when accessibility is treated as a fundamental requirement rather than an afterthought.
Conference sessions are exploring practical measures to support inclusion, including accessible online voter registration platforms, voter education materials in multiple formats, and polling technologies designed to accommodate persons with different disabilities. Delegates are also reviewing legal and policy frameworks that promote inclusive participation, alongside successful examples from other countries in the region.
UNDP officials leading the conference stressed that technological innovation in elections must go hand in hand with inclusion. According to organizers, persons with disabilities should be actively involved in the design, testing, and implementation of digital electoral tools, rather than merely being referenced in policy discussions.
For the ECSL, the discussions are expected to support ongoing efforts to modernize Sierra Leone’s electoral system while ensuring broad and equal access for all citizens. Lessons learned from the Dakar conference are anticipated to inform preparations for the country’s next electoral cycle.
Participants agreed that inclusive elections are essential to strengthening democratic legitimacy and public trust. The conference continues with technical working sessions, and organizers are expected to issue recommendations for electoral management bodies across West Africa.
