The National Commission for Social Action (NaCSA), through the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPC-YE) Project, has successfully concluded a two-week joint monitoring mission conducted alongside representatives from the German Development Bank (KfW), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the ECO Implementation Consultant Team in Freetown on May 15, 2026.
The monitoring mission, which ran from May 4 to 14, 2026, covered project sites across Bonthe, Moyamba, and Kambia Districts. The exercise focused on assessing the progress, quality, sustainability, and overall impact of ongoing infrastructure interventions under the GPC-YE Project.
The KfW delegation was led by Mr. Johannes Kinzinger, Head of Mission and Director of the KfW Office in Lomé, Togo, alongside Mr. Michael Nogue, Technical Advisor. Throughout the mission, the delegation worked closely with NaCSA management, GPC-YE technical teams, district coordinators, engineers, and the ECO implementation team.
During the opening engagement, NaCSA Commissioner Ambassador Ernest Mbaimba Ndomahina welcomed the visiting delegation and reaffirmed the Government of Sierra Leone’s commitment to the project.
“On behalf of His Excellency the President of the Republic of Sierra Leone, Dr. Julius Maada Bio, I wish to reaffirm the Government’s unwavering commitment to the successful implementation and sustainability of the GPC-YE Project as a critical intervention supporting rural connectivity, agricultural productivity, youth employment, and community resilience across Sierra Leone,” Ambassador Ndomahina stated.
He further assured development partners of the government’s continued support and collaboration to sustain and expand the gains achieved under the project for the benefit of vulnerable communities nationwide.
Field visits were conducted in Bonthe, Moyamba, and Kambia Districts, where the delegation inspected randomly selected project sites and engaged directly with beneficiaries, contractors, local authorities, Paramount Chiefs, councillors, community stakeholders, and project implementation teams.
Over the course of the mission, the delegation visited 57 construction sites, including feeder roads, bridges, culverts, embankments, and other community infrastructure projects being implemented under the 2025 and 2026 project cycles.
In Kambia District, the 2025 implementation cycle covers 29.91 kilometres of feeder roads, including two 8-metre bridges and one 15-metre bridge. The 2026 cycle includes 19.7 kilometres of feeder roads and one 21-metre bridge.
In Bonthe District, the 2025 cycle covers 24.3 kilometres of feeder roads, while the 2026 cycle includes 17.02 kilometres of feeder roads.
Meanwhile, in Moyamba District, the 2026 implementation cycle covers 16.7 kilometres of feeder roads.
The monitoring exercise brought together key programme personnel, including Mr. Salifu Mansaray, GPC-YE Programme Manager; Mr. Alvic Deveneaux, Senior Programme Engineer; Mr. Sidi Kabba Bakarr, Assistant Programme Engineer; Mr. Martin Schweter, ECO Team Lead; Ms. Melissa Richards, ECO Deputy Team Lead; district coordinators; district engineers; and field implementation teams.
The mission was further strengthened by the participation of NaCSA Commissioner Ambassador Ernest Mbaimba Ndomahina during engagements in Bonthe District, Deputy Commissioner Dr. Susan Robert during activities in Kambia District, and Mr. Johannes Behrens, Head of German Cooperation at the German Embassy, who joined the delegation during visits across all three districts.
Speaking during the final review meeting, members of the delegation commended the professionalism, commitment, and coordination demonstrated by NaCSA and the ECO implementation team throughout the exercise.
According to the mission’s findings, most ongoing structural works, particularly culverts and drainage facilities, had been completed satisfactorily. Significant progress was also recorded in gravel stockpiling and road rehabilitation activities.
In his concluding remarks, Mr. Johannes Kinzinger expressed Germany’s satisfaction with the achievements recorded under the project and praised NaCSA for its strong commitment throughout implementation. He also informed NaCSA that KfW has engaged a consultant to undertake a scoping mission for the next phase of project funding.
He emphasized that while considerable progress has been made, continuous improvement, stronger institutional coordination, and enhanced sustainability mechanisms will remain essential for the project’s long-term success.
The mission concluded with renewed optimism among stakeholders and a shared commitment to strengthening the sustainability, quality, and long-term impact of infrastructure investments under the GPC-YE Project for the benefit of communities across Sierra Leone.
