Parliament Ratifies AFCAC Reform to Boost Sierra Leone’s Aviation Sector

Sierra Leone’s Parliament has approved a key international aviation reform, signaling a significant step toward strengthening the country’s transport system and aligning it with global standards.

On Tuesday, 21 April 2026, lawmakers ratified an amendment to Article 10(4) of the Constitution of the African Civil Aviation Commission. The decision forms part of broader efforts to modernize and improve efficiency within the aviation sector.

The amendment was originally adopted during the 28th Ordinary Session of the African Union Assembly, held in Addis Ababa in January 2017. It focuses on enhancing the operational effectiveness of AFCAC and establishing mechanisms to advance aviation development across member states.

Presenting the agreement in Parliament, Minister of Transport and Aviation Fanday Turay described the ratification as a strategic move to expand Sierra Leone’s transportation infrastructure. He noted that the reform is expected to improve coordination and performance within the aviation sector, while also supporting the creation of a specialized agency to drive sector-wide improvements both domestically and internationally.

During the debate, Majority Leader and Leader of Government Business, Hon. Mathew Sahr Nyuma, emphasized the reform’s potential to reposition Sierra Leone within the global aviation landscape. He stated that adopting such measures is essential for meeting international best practices and enhancing the country’s competitiveness in the transport sector.

Nyuma also highlighted the importance of maintaining parliamentary quorum in making binding decisions, reinforcing the legitimacy of the ratification process.

The approval marks another step in Sierra Leone’s ongoing engagement with continental frameworks aimed at improving connectivity and promoting economic growth through aviation.

Concluding the proceedings, Minister Turay expressed appreciation to Parliament for its support and indicated that additional agreements and legislative measures would be introduced as part of ongoing reforms in the sector.
