POLICE COMPLAINTS BOARD INTRRODUCES GUIDELINES AT STAKEHOLDERS TRAINING WORKSHOP IN KONO

The independent police complaints Board (IPBC) communications officer, Amadu Femur Sesay has said that not all offenses are arrest-able.

Mr. Sesay made the pronouncement in an interview with our Kono District Correspondent on the rationale behind organizing a day district level training workshop with support from the United Nations Development Program (UNDP) on the guidelines on the conditions of arrest, police custody and pre-trial detention in Africa otherwise known as the Luanda Guidelines.

He further indicated that the training organized at district levels was geared towards the use of the force and fire arms and other Human Rights violations by security forces. The training also was organized to also domesticate the laws and raise awareness on the Luanda guidelines.

He intimated the audience that in May 2013, the African Commission on Human and People’s Rights (ACHPR) adopted the Luanda Guidelines in Luanda Angola which covers criminal justice system in Africa.

The Luanda guidelines is about receiving the number of people who are wrongfully arrested and detained and to also improve on the treatment in consonance  with the relevant international norms. This initiative also improves on the skills and knowledge of the police and correctional centre officers.

Mr. Sesay further noted that the Board was established in July 2013 following the promulgation of the IPCB regulations of 2013 as enshrined in section three(3) of its regulations.

He added that the key mandate of the independent police complaints boards is to receive and investigate complaints of serious nature against members of the Sierra Leone police.

He urged all and sundry to conform to the laws of the country, noting that the law is supreme above man.
