Sierra Leone Positions Itself as A Blue Economy Leader

Minister of Planning and Economic Development, Dr. Kenyeh Barlay, led Sierra Leone’s delegation to the 3rd United Nations Ocean Conference, held in France, where she reaffirmed the country’s commitment to advancing a sustainable Blue Economy agenda.

The Blue Economy initiative seeks to responsibly harness ocean resources to drive economic growth, protect marine ecosystems, and improve livelihoods especially for coastal communities.

During the conference, Minister Barlay hosted a high-level side event in Monaco, drawing participation from international development partners, ocean advocates, and investors. The event spotlighted Sierra Leone’s strategic location along the Atlantic Ocean, and its rich marine biodiversity, presenting the country as a compelling destination for sustainable ocean investments.

“The Blue Economy represents a vital pathway for Sierra Leone’s economic development,” Minister Barlay said. “Our coastal resources are underutilized, and with the right partnerships, we can unlock their full potential for inclusive and sustainable growth.”

The UN Ocean Conference brought together representatives from governments, civil society, and the private sector to share innovative solutions and build partnerships to safeguard the world’s oceans. Minister Barlay’s engagements resulted in *several key agreements focused on: Sustainable fisheries development, marine conservation and coastal community-based eco-tourism

Her leadership at the event also helped position Sierra Leone as an emerging player in sustainable ocean governance, aligning national development priorities with the UN Sustainable Development Goal 14: Life Below Water.

As global concerns grow over marine degradation and climate change, Sierra Leone’s proactive stance signals a strong commitment to environmental stewardship, climate resilience, and economic diversification.

With increasing international interest and momentum, Sierra Leone is poised to become a regional model for the Blue Economy, demonstrating how environmental sustainability can go hand-in-hand with national development.
