RFIR Secretary General Speaks on ATM Modernization

Emil Rogers, Secretary General of the Roberts Flight Information Region (RFIR) and Chair of the CANSO Africa CEO Committee, is currently in Lisbon, Portugal, where he is participating as a speaker at CANSO Airspace World 2026.

On Tuesday, Rogers joined global aviation leaders for the high-level panel discussion, CANSO CEO Conversation: ATM Modernization Across Diverse Fiscal Models.

The session brought together chief executives and senior industry leaders from across the air traffic management sector to examine how Air Navigation Service Providers (ANSPs) are financing critical infrastructure upgrades under different fiscal and economic frameworks.

Joining Rogers on the panel were Martin Rolfe, CEO of NATS; Franklin McIntosh, Chief Operating Officer of the Federal Aviation Administration (FAA); and Dato’ Captain Norazman Mahmud, CEO of the Civil Aviation Authority of Malaysia (CAAM). The discussion was moderated by Tim Arel, Chair of the CANSO Board of Directors.

Panelists shared regional experiences and highlighted practical approaches to investment strategies, industry partnerships, and the prioritisation of modernisation programmes aimed at improving air traffic management systems worldwide.

Rogers’ participation reflects the increasing involvement of African ANSPs in global aviation policy and strategic discussions. As Chair of the CANSO Africa CEO Committee, he has played a significant role in promoting regional coordination, capacity building, and technological advancement across Africa’s airspace.

CANSO Airspace World 2026 is taking place from Tuesday, 26 May, to Thursday, 28 May 2026, in Lisbon, Portugal. The event brings together ANSPs, regulators, industry partners, and technology providers to shape the future of global air traffic management, with a strong focus on translating global ATM strategies into effective regional action.
