The Parliamentary Oversight Committee on Public Investment, the National Commission for Social Action (NaCSA), and Non-Governmental Organizations (NGOs), chaired by Hon. Abdul Latif Sesay, Member of Parliament for Port Loko District under the All People’s Congress (APC), on Wednesday, 17 June 2026, engaged officials of the National Commission for Social Action (NaCSA) in a familiarization meeting focused on the institution’s activities, achievements, and challenges.
In his opening remarks, Hon. Abdul Latif Sesay welcomed the NaCSA delegation and described the engagement as a constructive and cordial interaction. He noted that committee members were pleased to engage directly with the institution as part of Parliament’s oversight responsibilities.
Hon. Sesay emphasized that, as representatives of the people of Sierra Leone, Members of Parliament remain committed to listening to citizens and stakeholders in both the public and private sectors. He also shared the Committee’s 2026–2027 work plan, which includes engagements with project managers and contractors, field visits to ongoing and completed projects across the country, and the preparation of a comprehensive report to be presented before Parliament and published on the parliamentary website for public access.
Speaking on behalf of NaCSA, Deputy Commissioner Dr. Susan A. Robert thanked the Committee for the invitation and the opportunity to discuss the Commission’s work.
She explained that NaCSA has been in existence for more than two decades and plays a key role in the management and implementation of both Government-funded and donor-supported development projects across Sierra Leone.
Dr. Robert highlighted several challenges facing the Commission, particularly financial constraints that have affected the completion of some projects and the operations of certain district offices.
“For the past several years, the Government of Sierra Leone has provided funding support for some of our projects,” she told Committee members. However, she noted that the support remains inadequate to meet the Commission’s growing responsibilities and appealed to the Committee to engage the Ministry of Finance on the institution’s funding needs.
Members of the Committee raised concerns regarding a number of issues, including unfinished projects dating back to 2021-2024, the implementation of social safety net programmes, and staff motivation.
Responding to the concerns, Hon. Abdul Latif Sesay stressed the importance of employee welfare, noting that a motivated workforce is essential for achieving positive results, improving efficiency, and delivering quality services to citizens.
The Committee also advised NaCSA to formally document and submit its key challenges and operational constraints, assuring the institution that Parliament would explore appropriate avenues to address some of the concerns.
The engagement forms part of Parliament’s ongoing oversight efforts to strengthen accountability, improve project implementation, and ensure that public institutions effectively deliver services that contribute to national development.
The Committee reaffirmed its commitment to working closely with NaCSA and other public institutions to promote transparency, efficient project execution, and improved outcomes for communities across Sierra Leone.
