The Parliament of Sierra Leone on Monday conducted a pre-legislative hearing on the proposed Sherbro Island Act, 2025, emphasizing environmental protection, tourism development, and infrastructure planning for Sherbro Island. The session, held in Committee Room No. 1 at the Parliament Building, brought together Members of Parliament, legal experts, and government officials for detailed deliberations on the bill.
The proposed legislation forms part of an investment framework agreement between the Government of Sierra Leone and Sherbro Island Partners Ltd., aimed at transforming Sherbro Island into a sustainable tourism and development hub. The bill outlines plans for responsible infrastructure development, environmental conservation, and inclusive economic growth on the island.
Presenting the bill to Parliament, the Attorney General and Minister of Justice described the proposal as a strategic opportunity to attract long-term investment while preserving the ecological integrity of Sherbro Island. He emphasized the importance of legal backing and parliamentary oversight to ensure transparency and good governance.
Speaker of Parliament, Hon. Segepoh Solomon Thomas, welcomed the initiative and confirmed that the agreement had already been reviewed by relevant parliamentary committees and stakeholders. He reaffirmed Parliament’s commitment to due diligence, stating:
“This hearing is an important stage in our democratic process to ensure that national development projects reflect the values of accountability and sustainability.”
Parliamentarians in attendance examined various provisions of the bill, including land-use planning, community involvement, and oversight mechanisms. Discussions also highlighted the potential of the project to generate employment and promote rural development if managed effectively.
Notably absent from the hearing were Members of Parliament from the main opposition party, the All People’s Congress (APC), who continue to boycott parliamentary proceedings. This absence occurred despite an official notice from the House requesting full participation in discussions on the Sherbro Island Act.
Commenting on the continued boycott, Hon. Abdul Kargbo, Leader of the Opposition in Parliament, stated: “We are maintaining our withdrawal from all parliamentary activities as a principled stance to uphold the dignity and values of this institution.”
Despite the ongoing opposition boycott, Parliament is expected to proceed with its review of the bill, with additional hearings and committee consultations scheduled in the coming weeks.
