The Speaker of Parliament, Rt. Hon. Sengepoh Solomon Thomas, has announced the establishment of an Ad Hoc Parliamentary Oversight Committee on Electoral Management Bodies in accordance with Recommendation 20 of the Tripartite Committee Report on 23rd July 2026.
The committee will be chaired by the Leader of the Opposition, Hon. Abdul Kargbo, while the Leader of Government Business, Hon. Matthew Sahr Nyuma, will serve as Deputy Chairman. The appointment reflects the recommendation that the committee be headed by an opposition Member of Parliament, demonstrating Parliament’s commitment to inclusive, bipartisan oversight of the country’s electoral processes.
Hon. Abdul Kargbo has over the years demonstrated strong commitment to democratic principles, political engagement, and national development. His leadership has been characterized by dedication, integrity, and a willingness to promote dialogue and cooperation across political divides.
During his service on the Tripartite Committee, Hon. Kargbo distinguished himself through constructive engagement, representing his party’s interests while maintaining focus on national priorities. His approach earned recognition for political maturity, tolerance, and commitment to strengthening democratic institutions.
The newly established committee is mandated to provide oversight of Sierra Leone’s electoral management bodies, promote accountability and transparency, and enhance public confidence in the country’s democratic system.
Among its responsibilities, the committee will review electoral preparedness, assess the electoral cycle, monitor institutional performance, and recommend possible legislative reforms ahead of the 2028 general elections.
In announcing the committee, Speaker Thomas directed the Opposition Leader and the Leader of Government Business to consult with their respective parliamentary caucuses and develop draft Terms of Reference (TOR) for the committee. The TOR will subsequently be presented to Parliament for consideration and approval.
The composition of the committee includes Members of Parliament from both the Sierra Leone People’s Party (SLPP) and the All People’s Congress (APC), as well as Paramount Chief Members of Parliament, highlighting Parliament’s bipartisan approach towards improving electoral governance.
