ICASL Seeks Stronger Ties with Finance Ministry

The Executive of the Institute of Chartered Accountants in Sierra Leone (ICASL) has paid a courtesy call on the Minister of Finance, Kerefa A. F. Kargbo, to discuss areas of collaboration and strengthen the relationship between the Institute and the Ministry.

The meeting was held on Monday, October 5, 2026, at the Minister’s office on George Street, Freetown, where the ICASL delegation also congratulated him on his appointment.

In his remarks, ICASL President Leslie Williams congratulated Minister Kargbo and said his appointment was a source of pride to the accounting profession, particularly as he is a member of the Institute.

Williams thanked the Ministry for its continued support to ICASL through the provision of annual subvention, which he said has contributed to the Institute’s operations. He also appealed to the Minister to facilitate the conclusion and signing of a Memorandum of Understanding (MOU) between ICASL and the Ministry to formalize their working relationship.

He further informed the Minister that ICASL is reviewing its Act to strengthen the Institute’s mandate and ensure that all Chartered Accountants practicing in Sierra Leone are appropriately incorporated into the Institute.

Williams also called for greater participation of local audit firms in auditing donor-funded projects, saying this would help strengthen the capacity and experience of Sierra Leonean accountants. He further appealed to the Government to provide ICASL with permanent office space to improve its operations and create a conducive working environment for its members.

Responding, Minister Kargbo thanked the ICASL Executive for the visit and expressed appreciation for the Institute’s gesture.

The Minister, who is a Fellow Chartered Accountant, assured the delegation that Government’s annual subvention to ICASL would continue. He also committed to following up on the completion and signing of the MOU.

Minister Kargbo said he would engage the Financial Secretary, Matthew Dingie, and the Accountant General, Richard Williams, who are both members of ICASL, on the matter.

He also assured the Institute of the Government’s commitment to supporting its efforts to secure a permanent structure to provide a conducive working environment for its members.
