The Ministry of Technical and Higher Education (MTHE) recorded a 67 percent expenditure execution rate during the January–December 2025 financial year, according to figures presented by the Ministry.
The Ministry reported total expenditure of NLe 128.87 million against a stated budget of NLe 191.02 million.
Of the total expenditure, NLe 115.28 million was spent on recurrent activities, while NLe 13.59 million went towards Public Investment Projects.
The Ministry reported an execution rate of 60 percent for recurrent expenditure, while Public Investment Projects recorded an execution rate of 38.5 percent, with NLe 13.59 million spent out of an approved budget of NLe 35.3 million.
A breakdown of recurrent expenditure among tertiary education institutions showed varying levels of budget execution.
The University of Sierra Leone had an approved budget of NLe 30 million but recorded actual expenditure of NLe 13.54 million, leaving a variance of approximately NLe 16.46 million.
Njala University, which had an approved budget of NLe 22 million, recorded actual expenditure of NLe 23.73 million, exceeding its approved allocation by approximately NLe 1.73 million.
The Ernest Bai Koroma University of Science and Technology had an approved budget of NLe 17 million and recorded actual expenditure of NLe 4.87 million, leaving a variance of about NLe 12.13 million.
The presentation further listed NLe 6.79 million for the Tertiary Education Commission, while Limkokwing University of Technology was allocated NLe 12 million.
The figures highlight differences in expenditure execution across the Ministry’s recurrent programmes and tertiary education institutions during the 2025 financial year.
