Minister of Works and Public Assets, Dr. Denise M. Sandy, has briefed Chief Justice Komba Kamanda on the progress of ongoing and completed infrastructure projects for the Judiciary, with particular focus on addressing accommodation challenges for Judges and Magistrates.
The briefing took place on Wednesday, 16th September 2026, at the High Court Building on Siaka Stevens Street in Freetown.
Minister Sandy, accompanied by her technical team, the contractor and Afkan Engineers, provided updates on construction works at Waterloo and the proposed handover of completed infrastructure in Kailahun to the Judiciary.
“My Lord Chief Justice, I am here with my team to brief you about the extent of progress on the work at Waterloo and the proposed handing over of the Kailahun infrastructure to the Judiciary,” she said.
The Minister described the ongoing construction of the Waterloo High Court and Magistrates’ Courts as impressive. She called on the Chief Justice to consider relocating the existing Magistrates’ Courts Nos. 1 and 2 to a suitable temporary location to allow the contractor to complete the project within the required timeframe.
She disclosed that the District Quarters for the High Court Judge and Magistrate in Kailahun have been completed and are awaiting formal handover to the Judiciary.
Responding, Chief Justice Komba Kamanda said his administration remains committed to ensuring that all Resident Judges and Magistrates have decent and comfortable accommodation across the country.
“The issue of accommodation has posed a serious challenge to Judges and Magistrates in the provinces, and this often affects their work. I assure you that my leadership will continue to explore ways of addressing the accommodation challenge,” he said.
Commenting on the ongoing construction works, Chief Justice Kamanda said he was impressed with Afkan Construction, particularly the speed and quality of work being undertaken to meet the project deadline.
He thanked Minister Sandy and her technical team for their supervision and continued support in ensuring that the various construction projects are properly implemented.
The delegation from the Ministry of Works and Public Assets included Deputy Minister Christiana Queen Fofana, Permanent Secretary Swalihu Jusu, the Chief Director, Deputy Director of Operations, Assistant Director of Procurement, Chief Building Inspector and the NWPA Consultant.
