The National Public Procurement Authority (NPPA) has signed a five-year Memorandum of Understanding (MoU) with the International Supply Chain Education Alliance (ISCEA) to broaden access to internationally recognized supply chain and procurement certification programmes in Sierra Leone.
The agreement, effective 15 January 2026, establishes a framework for professionals in both the public and private sectors to access ISCEA’s accredited training and certification platform, supported by the ISCEA Global Fund.
Headquartered in Beachwood, Ohio, United States, ISCEA specializes in supply chain education and professional certification. Its programmes include the Certified Supply Chain Analyst (CSCA), Certified Professional in Supply Management (CPSM), and Certified Healthcare Supply Chain Analyst (CHSCA).
Under the MoU, eligible participants in Sierra Leone will gain access to ISCEA’s online, on-demand learning platform, allowing flexible study and digital certification examinations. Structured in-person sessions may also be organized where necessary.
The agreement introduces a funding framework to widen participation, with placements potentially fully or partially funded to build professional capacity in procurement and supply chain management nationwide.
NPPA will serve as ISCEA’s regional partner in Sierra Leone, responsible for promoting the certification programmes, coordinating eligible participants, and ensuring compliance with ISCEA’s branding and communication standards. The partnership is non-exclusive and governed by the laws of the State of Ohio. The MoU clarifies that NPPA operates as an independent partner and is not authorized to enter into binding agreements on behalf of ISCEA.
Established under the Public Procurement Act of 2016, NPPA is mandated to regulate public procurement, formulate policy, and strengthen institutional capacity across procuring entities nationwide. Officials say the partnership aligns with NPPA’s objective to professionalize procurement practice and enhance technical competence in line with international standards.
The agreement is valid for five years, with provisions for renewal or termination by mutual written consent.
