Dubai, United Arab Emirates, Wednesday 4th February 2026 Sierra Leone’s Minister of Public Administration and Political Affairs, Hon. Amara Kallon, met with Simon de Montfort Walker, Executive Vice President of Oracle Industry Applications, on the sidelines of the World Governments Summit in Dubai to discuss ways of modernizing Sierra Leone’s public service and improving service delivery.
Minister Kallon highlighted that Sierra Leone’s current development agenda is anchored on the “Big 5” priorities, with the public service being a critical pillar. He recalled that the Truth and Reconciliation Commission had identified the failure of public service delivery as one of the causes of the civil war. Consequently, President Dr. Julius Maada Bio has made the revamp of public sector architecture to ensure efficiency and professionalism a key focus of his administration.
To actualize the President’s vision, Minister Kallon explained that his ministry has developed a Public Service Transformative Roadmap Strategy. The strategy emphasizes strategic and structural alignment of Ministries, Departments, and Agencies (MDAs), human resource management and manpower planning, public service coordination and management, monitoring, evaluation, and performance management for effective service delivery, pay and incentives, E-governance, gender and social inclusion and communications and citizen engagement.
“There is strong political will in Sierra Leone to strengthen our public sector architecture. We aim to use digital systems to modernize the public service and improve attendance tracking as a basis for appraisal. The government is also working to digitize universities to expand enrollment and provide access to students in safe spaces. There are significant opportunities for investment, and we are ready to collaborate with partners,” Minister Kallon said.
