Bo District and City Councils Hold Workshop to Develop Results Frameworks for Local Governance

The Chairman of the Bo District Council, Victor Korseh Hindowa, on Monday, November 3, 2025, presided over a high-level workshop focused on developing results frameworks for both the Bo District and Bo City Councils. The strategic session, organized by the Ministry of Planning and Economic Development (MoPED) with support from UNICEF, took place at the Bo City Council’s main conference hall in Reservation.

The workshop brought together key stakeholders, including the Mayor and Deputy Mayor of Bo City Council, Chief Administrators of both councils, directors from MoPED, sector representatives, and senior council officials.

In her opening statement, Mrs. Vivian Sally Senesie, Chief Administrator of the Bo District Council, called the session to order, introduced the dignitaries at the high table, and officially presented Chairman Hindowa as the session chair.

Delivering the welcome address, Mayor Kobba Musa expressed gratitude to all participants for their commitment and assured them of Bo City’s warm hospitality throughout the workshop.

In his opening remarks, Chairman Hindowa thanked MoPED and UNICEF for facilitating what he described as a timely and important engagement. He emphasized the importance of creating clear, realistic, and achievable results frameworks as a foundation for effective local governance, accountability, and measurable development outcomes.

Dr. Sheka Bangura, Director of Planning, Policy, and Research at MoPED, highlighted the need to align district and city development frameworks with community-driven priorities. He emphasized that integrating planning processes at the chiefdom level would ensure that grassroots concerns are meaningfully reflected in policy and program implementation.

Chief Administrator Powell of Bo City Council reaffirmed the councils’ commitment to participatory planning. He referred to findings from the recent needs assessment exercise, which, he noted, have been instrumental in shaping the 2025–2030 Development Plan.

The workshop concluded with renewed commitments from both councils and partners to promote inclusive, evidence-based planning processes that will drive sustainable development in Bo District and Bo City.
