The National Commission for Social Action (NaCSA) held a pivotal Technical Review Committee (TRC) meeting on Monday, 8th September 2025, at its Headquarters in Freetown. The meeting focused on the Pro-Poor Growth for Peace Consolidation and Youth Empowerment (GPCYE) project, which is sponsored by KfW Development Bank. It brought together NaCSA leadership, staff, and key development partners to review progress, address challenges, and strategize on effective implementation.
The session was officially opened by Dr. Susan Robert, Senior Director of Program Development and Quality Assurance, who led the proceedings. A moment of prayer was observed, with representatives from both major religious groups in Sierra Leone participating, symbolizing inclusivity and unity. Participants then introduced themselves, setting a collaborative tone for the meeting.
Among the distinguished attendees was NaCSA Commissioner Ambassador Ernest Mbaimba Ndomahina, who also serves as the representative of His Excellency, President Dr. Julius Maada Bio. In his opening remarks, the Commissioner reaffirmed the government’s commitment to empowering communities, building resilience, and creating sustainable youth employment opportunities, in line with the President’s Big Five Game Changers agenda.
The meeting was attended by NaCSA District Coordinators (DCs), Regional Coordinators (RCs), engineers, and project focal points from all implementing sites. Key government institutions and development partners were also present, including the Anti-Corruption Commission (ACC), the German Agency for International Cooperation (GIZ), the Ministry of Works and Public Assets (MWPA), Sierra Leone Roads Authority (SLRA), Ministry of Youth Affairs (MoYA), Road Maintenance Fund Administration (RMFA), and the Ministry of Agriculture and Forestry (MAFs).
Local governance was represented by the Chairmen of Kono, Kambia, and Moyamba District Councils, as well as the Chairperson of Bonthe District Council. Their contributions to the deliberations were particularly insightful. Representatives from the MDAs and partner institutions also delivered statements, emphasizing their shared commitment to the success of the GPCYE project.
A key highlight of the meeting was the presentation of the District Annual Framework (DAF) by Mr. Salifu Mansaray, Programme Manager for the GPCYE Project. The presentation offered updates on project milestones, financial commitments, and technical progress. This was followed by a thorough discussion among participants. The DAF was then formally reviewed and approved, with several recommendations made for improving project implementation.
The approved DAFs will now be submitted to KfW Development Bank for a No-Objection, after which the tendering processes will begin to pave the way for the project’s full implementation.
In closing, the meeting reaffirmed NaCSA’s critical role as a leader in inclusive development and a trusted partner in implementing projects that transform the lives of Sierra Leoneans. The collaborative spirit demonstrated by all stakeholders was hailed as a strong indication of the collective resolve to deliver lasting impact for the people of Sierra Leone.
