Sierra Leone’s Minister of Internal Affairs, Honourable Morie Lengor Esq., delivered a compelling address at the XIII International Meeting of High-Ranking Representatives in Charge of Security Matters, held in Moscow from May 27 to 29, 2025. The annual summit convenes global security leaders to discuss cooperative strategies for peace and security in an increasingly complex world.

In his speech, Minister Lengor extended greetings and gratitude from His Excellency President Julius Maada Bio and the people of Sierra Leone to President Vladimir Putin, the Russian Government, and the citizens of the Russian Federation for their warm hospitality and continued support.

Focusing on the summit’s theme, the Minister underscored the vital role of multilateral dialogue in tackling global security challenges.

“In today’s complex global security landscape, gatherings like this are essential. In our African tradition, we say ‘we hang heads,’ meaning we come together to think, share, and craft sustainable solutions for global peace,” Minister Lengor stated.

He praised the Russian Federation for hosting the summit, calling it a “laudable initiative” that fosters collaboration and camaraderie among security stakeholders worldwide.

Minister Lengor emphasized the necessity of collective action to achieve international peace and stability, highlighting the crucial contribution of all nations, regardless of size.

“No single country can make the world a safer place alone. Even the smallest nations play a vital role in ensuring global peace,” he said, urging ongoing unity, particularly among countries of the Global South and East.

The summit concluded on May 29, focusing on key issues including transnational threats, cybersecurity, terrorism, and regional cooperation frameworks.

On the sidelines, Minister Lengor held productive consultative meetings with counterparts from Guinea, The Gambia, and Somalia. Discussions with Guinea centered on the Yenga region and cross-border crime. Talks with The Gambia addressed concerns about Sierra Leoneans involved in criminal activities, specifically referencing the Kush issue. With Somalia, the Minister discussed human trafficking challenges. He also met with representatives from a global cybersecurity organization to explore collaboration on emerging digital threats.

Additionally, the Minister highlighted the growing threat posed by climate-induced security risks during his address.

Accompanying Honourable Minister Lengor were His Excellency Ambassador Mohamed Yongawo, Head of Chancery at the Sierra Leone Embassy in Moscow, Mr. Ibrahim Saspo Sankoh, and Mr. John Bosco Momoh, Assistant Secretary of the Ministry of Internal Affairs.
