The Sierra Leone Ports and Harbours Authority (SLPHA)  under the leadership of Mr. Yankuba Askia Bio, has emerged as the top-performing agency under the Ministry of Transport and Aviation for 2024. With a total score of 63%.

SLPHA earned an impressive Grade B that reflects its commitment to excellence and efficiency in operations.

The Assistant Director of Transport, William Morgan, explained that the performance evaluation was based on five core criteria: Policy, Strategy, and Legislation Support; Institutional Administration and Management; Service Delivery; Financial Stewardship; and Accountability and Corruption Eradication. Each criterion was allocated a maximum score of 20%, culminating in a total of 100%.

SLPHA excelled across these areas, leading with 63%, followed closely by the Sierra Leone Civil Aviation Authority (SLCAA) with 60.5%, also earning a Grade B. The Sierra Leone National Shipping Company (SLNSC) secured third place with a score of 52% (Grade C+).

Other agencies, such as the Sierra Leone Airports Authority (SLAA), Sierra Leone Maritime Administration (SLMA), and Sierra Leone Roads Safety Authority (SLRSA), received scores ranging from 44% to 51%, earning grades between C+ and C-. However, the Sierra Leone Airport Authority International and Inland Boat (SLAAIIB) and the Sierra Leone Public Transport Authority (SLPTA) performed poorly, scoring 27.5% and 12%, respectively, both receiving failing grades.

In his address, the Minister of Transport and Aviation, Ambassador Colonel (Retired) Alhaji Fanday Turay Esq., expressed gratitude to all heads of agencies, board chairpersons, directors, and staff for their dedication. He commended their excellent performance in 2024 and encouraged them to strive for even greater success in 2025. “Let us work as a team bound to success,” the Minister emphasized.

The Permanent Secretary, Charles Kamanda, highlighted the significance of the performance contracts signed in May 2024, which aimed to appraise the agencies’ effectiveness over the year. He urged all agencies to submit their 2025 performance targets by January 31st, with a new round of contracts expected to be signed by mid-February 2025.

SLPHA’s outstanding performance reflects its dedication to improving service delivery, modernizing port infrastructure, and fostering stakeholder engagement. The agency’s leadership has been instrumental in setting benchmarks for other institutions under the Ministry.
