In a recent press statement issued on Thursday, March 21st, 2024, the Human Rights Commission Sierra Leone (HRCSL) has raised alarm over the escalating impact of Kush, a dangerous substance, urging President [President’s Name] to declare a state of public health emergency to combat drug abuse, particularly the use of Kush.

The HRCSL expressed deep concern regarding the proliferation of substance abuse among the youth, who are pivotal for the country’s development. Notably, the Commission highlighted Kush as one of the leading drugs responsible for severe health and life-threatening consequences among its victims.

The statement cited a harrowing incident of a mass burial of 32 individuals purportedly killed by Kush, alongside numerous other deaths reported by authorities from the Connaught Hospital Morgue in Freetown. Additionally, the HRCSL condemned the deplorable treatment of Kush victims, including undignified burials, head-shaving, and physical abuse, underscoring the indiscriminate impact on both male and female youths.

Acknowledging the efforts of the Sierra Leone Police in apprehending Kush peddlers, the HRCSL urged citizens to refrain from activities detrimental to societal well-being. However, recognizing the gravity of the situation, the Commission urged immediate action, invoking Section 29 (1) of the Sierra Leone Constitution, which empowers the President to declare a state of public emergency.

Highlighting the imminent peril faced by the young and unemployed population, the HRCSL advocated for heightened security measures at border crossings, involving security agencies, the Immigration Department, the National Drug Law Enforcement Agency, and the National Revenue Authority.

Furthermore, the Commission recommended the establishment of rehabilitation centers by the Ministry of Social Welfare and NaCSA in identified hotspot areas to address substance abuse effectively.

Signed by the Chairperson, Patricia Narsu Ndanema, the press statement underscored HRCSL’s resolute commitment to safeguarding and advancing the human rights of all citizens in Sierra Leone.
