A team of experts from AFRITAC West 2 on Wednesday, 6 December 2023, paid a courtesy visit to the Financial Secretary Matthew Dingie at his George Street office in Freetown.
Introducing the team to the Financial Secretary, the director of the Fiscal Risk Division at the Ministry of Finance, Dr Alhassan Mansaray, stated that this technical mission from the International Monetary Fund (IMF), AFRITAC is in town to conduct in-person training to support the Ministry of Finance in strengthening the use of State-Owned Enterprises (SOE) Health Check Tool and Discrete Guarantee and Loan Assessment tool to analyses and report SOE’s fiscal risk.
He continued that this is a follow-up to previous trainings conducted by AFRITAC targeting staff from other departments.
In his statement, Messers. Kubai Khasiani, AFW2 Regional Advisor, stated that the mission will provide hands-on training on the use of the SOE Health Check Tool, train officials on the theoretical and practical aspects of Discrete Guarantee and Loan Assessment tool using case studies, review the preparation of the latest SOE Financial Analysis reporting tools and share experiences from the region on the analysis and reporting of fiscal risks from SOEs.
He further stated that at the end of the training, they expect participants to understand the importance of fiscal risk analysis to support decision-making.
The Financial Secretary, Matthew Dingie, welcomed the team to Freetown and thanked them for the support through capacity building AFRITAC has been providing over the years.
He assured them of the support of the leadership of the Ministry of Finance.
Matthew Dingie also states that the technical support from AFRITAC has been helpful in the reforms and interventions the government is undertaking to support State-owned Enterprises.
The training will run from 6th to 14th December 2023 at the Radisson Blu Hotel in Freetown.
