In an official letter to the Anti-Corruption Commission, Nomo Descendants Association has yesterday the 8th of June 2022, written an official letter to the Anti-Corruption Commissioner Francis Ben Kaifala, to launch an instantaneous investigation into an alleged mismanaged $160,000 funds meant for the construction of two (2) Hospital quarters in Nomo Faama Township, Nomo Chiefdom, Kenema District.

The letter furthers that due to appeal by the current Member of Parliament who also doubles as the Deputy Chief Whip of the House of Parliamen Hon. Alusine Kanneh, a Humanitarian Organization based in Norway dubbed as the Harald splass Diakonale, initiated a project for the construction of an advanced community Health Center including two hospital quarters at the aforementioned project site/location. 

 It reminds that the project was first awarded to one Edden Jalloh. Upon completion of the hospital itself, the letter states that the then contractor Edden Jalloh late now (may his soul rest in peace), embarked on the inevitable journey to the true world.

Just after the sudden demised of the first contractor Edden Jalloh, the letter also discloses that Hon. Alusine Kanneh thereafter, recommended one Ibrahim Swarray who is now the constituency Chairman of Constituency 013 to construct the two quarters.  It emphasizes that eighty thousand dollars ($80,000) was allegedly awarded for each quarter which was directly given to Ibrahim Swarray, chairman for Constituency 013 for the construction of the two quarters. Away from the one hundred and sixty thousand dollars ($160,000) as a total cost for the project, the letter also indicates that one thousand dollars was/is allegedly allocated to Mr. Ibrahim Swarray as monthly payment for the work.

“Mr. Commissioner Sir, it will further fascinate you to know that as it stands now the aforesaid sum for the project is allegedly misappropriated and the work is unfashionably stuck. Community people of the abovementioned project site/location have been constantly demanding answers from the contractor Ibrahim Swarray with regards the stagnated nature of the construction of the two quarters but to no avail. It is also alleged that Mr. Ibrahim Swarray is not a contractor nor will he has a construction company. Value for money for the entire work has also been objectionable to the community people and that, it has taken a marathon period without the contractor visiting the project”, the letter states.

The letter concludes by  drawing the  attention of the ACC Boss  to the statutory mandate of the his  commission with specific reference to section (7), paragraph (b) which states the function of the Anti-Corruption Commission  as follows;  “to investigate instances of alleged or suspected corruption referred to it by any person or authority or which has come to its attention, whether by complaint or otherwise”, to speedily launch an investigation in the alleged corruption case against Mr. Ibrahim Swarray, Constituency Chairman for Constituency 013.
