UNDP and Partners Launch Workshop to Develop E‑Monitoring+ Platform

UNDP Sierra Leone, in collaboration with partner organizations, convened a one-day workshop to define the scope of the e‑Monitoring+ platform, a digital initiative designed to strengthen data-driven responses to technology-facilitated gender-based violence (GBV).

The workshop brought together government agencies, civil society groups, technology experts, law enforcement representatives, and survivor advocates to map user requirements, data flows, and functional needs for the proposed platform. Organizers said the system will centralize reliable data on online and technology-enabled GBV incidents, enabling faster, evidence-based policy and programmatic responses.

“Accurate, timely data is critical to protect survivors and design interventions that prevent further harm,” a UNDP official stated. Discussions focused on standards for data collection, privacy and survivor safety, reporting channels, interoperability with existing systems, and mechanisms for translating insights into prevention and response actions.

Stakeholders also explored how the platform could support frontline service providers by generating analytics to identify hotspots, vulnerable groups, and emerging trends, while improving coordination among agencies handling complaints and investigations. Emphasis was placed on survivor-centered design, including consent protocols, data anonymization, and secure storage to minimize secondary harm.

Technology partners outlined potential technical architectures and tools, while civil society groups stressed the importance of capacity building to ensure equitable access and sustained use. Law enforcement representatives noted that improved data could enhance investigative capacity and accountability, provided appropriate legal safeguards and training are in place.

Organizers indicated that this workshop is the first in a series of consultative steps to finalize the platform’s functional specifications and governance framework. The initiative aligns with national and international efforts to #EndGBV and promote #DigitalSafety by leveraging data and technology to protect rights and support survivors. Follow-up meetings will refine technical plans and initiate pilot testing in selected districts.
