Strengthening Strategic Collaboration… NPRA Signs MoU with Sierra Leone Standards Bureau

Enhancing collaboration among government agencies, the National Petroleum Regulatory Authority (NPRA) has signed a Memorandum of Understanding (MoU) with the Sierra Leone Standards Bureau (SLSB) at the NPRA Headquarters, Tower Hill, British Council Building.

This landmark agreement marks a pivotal moment for both institutions, setting the foundation for strengthened cooperation, integrity, joint efforts, and the implementation of standardized processes. The partnership is expected to foster a strong synergy that will ultimately benefit end-users and support the ongoing reforms and sound policies of both NPRA and SLSB.

Speaking at the MoU signing ceremony, Brima Baluwa Koroma, Director General of NPRA, commended the new leadership at SLSB, praising the Executive Director, Dr. John Paul Kai Sam, for his strategic approach and leadership since assuming office.

“Though this meeting has been long overdue, it is crucial for ensuring effective coordination between our institutions. It will enhance collaboration and address the key bottlenecks in the industry through regular engagements,” said Koroma.

He emphasized the importance of aligning institutional goals and objectives, noting that effective inter-agency collaboration would reduce duplication of roles, minimize turnaround times, build trust and improve overall efficiency in delivering policy outcomes

“At NPRA, we are committed to inclusive and fair regulatory practices, which is why we consult a broad range of industry stakeholders when developing new policies. The SLSB remains a key partner in achieving ECOWAS petroleum quality standards, and we are pleased to now work more closely to achieve shared goals for the benefit of the public and the Government of Sierra Leone,” he added.

On his part, Dr. John Paul Kai Sam, Executive Director of SLSB, reaffirmed the Bureau’s full commitment to implementing all aspects of the MoU.

“Under my leadership, we’ve already reviewed many critical components, and much more will be done to ensure stronger collaboration with key industry stakeholders. This partnership reflects our joint dedication to consumer protection and service excellence,” he said.

This MoU follows similar agreements NPRA has signed with other key regulatory bodies, including the National Revenue Authority (NRA) and the Sierra Leone Maritime Administration (SLMA). Advanced discussions are also underway for a future MoU with the Environmental Protection Agency (EPA).

The partnership between NPRA and SLSB is expected to set a new standard for institutional collaboration in Sierra Leone, promoting efficiency, transparency, and sustainable development in the petroleum sector and beyond.
