SLFA SCRIBE: CHRIS KAMARA

The General Secretary of the country’s football governing body, Chris Kamara has in a letter dated 31st March 2023 written on behalf of the Sierra Leone Football Association cited numerous irregularities, while also requesting for Disciplinary Report and Retraction of Defamatory Comments made against him by the Disciplinary Committee of the Sierra Leone Premier League Board (SLPLB).

The Sierra Leone Football Association Scribe has been slammed with a cash fine of NLe5,000 and handed a four-match suspension by the SLPLB Disciplinary Committee.

This comes as a result of alleged violent conduct inflicted by the country’s football scribe against match officials during a Premier League match in Makeni between “FC Johansen Vs Bo Rangers” on February 25th, 2023.

The findings of the report against the experienced football administrator are premised on a disciplinary hearing under its caption on page 5 which according to him was never alerted nor an invitation extended by the SLPLB Disciplinary Committee for any hearing. Chris Kamara furthered that, he was shocked and appalled that with the legal background and expected knowledge of the principle of audi alteram parties (hear the other side) a quasi-legal hearing was conducted under the watch of the SLPLB Disciplinary Committee without regard to the party affected, Chris’s side.

“Quite apart from the procedural mishaps cited above, may I remind you that the Premier League Board is a creation of the SLFA to assist us in the implementation of Art. 75 par. 2 of the SLFA Statutes 2019 to deliver competitions such as our top-tier league.

Of importance to note is that all disputes and disciplinary-related issues of the Premier League Board are to be heard and determined by the SLFA Disciplinary Committee.

I note the insincerity in the Report by handpicking certain provisions and even referring to provisions that do not exist under your governing rules and regulations of the Premier Division League Rules and Regulations 2009″. For example, I note you refer to Artic’e 34.3 but surreptitiously ignore Article 34.1 which mandates that disciplinary sanctions are to be determined by the SLFA Disciplinary Committee. YOU also referenced supposed rules and regulations of the Premier League Board that is not a legal document of the SLFA that you relied on to take this decision against me.

Your clear lack of jurisdiction to preside over the issues referenced in the illegal report and citing provisions that do not exist illustrates the incompetence of the unknown authors of that document.

Whatever the case, a lot of reputational damage has been done to my person and I WOUld like to request the document from your Board. I intend to pursue legal action against and use the appropriate channels that have jurisdiction to hear and determine disputes.

I also demand that a retraction be done on the comments as they gave the impression that I am a supporter of FC Johansen. I am the General Secretary of the SLFA and attend all matches in that capacity to observe and witness the operational efficiencies of one of our various competitions.” The scribe thoroughly and carefully talks down on the SLPLB Disciplinary Committee and warned of the illegal sanction against his office and personality and thus request a retraction of defamatory comments against his person.
