Under the visionary leadership of Director General Yankuba Askia Bio, the Sierra Leone Ports and Harbours Authority (SLPHA) has evolved into a cornerstone of national development, making significant contributions to the country’s economic growth and financial stability.

 

Director General Bio has led transformative initiatives that have modernized port operations and positioned the SLPHA as a vital player in Sierra Leone’s economic landscape. His leadership has been central to the Authority’s growing reputation for efficiency, innovation, and transparency.

 

In 2023, the SLPHA recorded notable progress, with vessel traffic increasing from 426 arrivals in 2022 to 435, and import volumes rising by 9%, from 61,000 to 68,000 metric tons. These figures highlight the Authority’s growing role in facilitating trade and generating national revenue.

A $4 million dividend from a $20 million investment in African Global Logistics further underscores the SLPHA’s success in leveraging strategic partnerships to enhance financial returns.

Among the major infrastructure developments is the near-completed NECTAR berth expansion project, which is 99% finished. This initiative is expected to significantly boost the port’s capacity and operational efficiency. Additionally, agreements have been signed with Arise IIP for the development of a Dry Port and with Gento Group for the construction of a transshipment port both projects aiming to further establish Sierra Leone as a regional trade and logistics hub.

As part of its digital transformation, the SLPHA has transitioned from manual, paper-based systems to a modern electronic framework, supported by €64,000 in partner funding. This shift has greatly improved efficiency, reducing cargo dwelling times from several weeks to under 48 hours.

In alignment with President Julius Maada Bio’s employment drive, the Authority has created over 200 new jobs, all paying above the national minimum wage. This effort not only supports local economic growth but also promotes sustainable livelihoods.

The SLPHA’s achievements have gained regional and international recognition. Freetown Port is now ranked 3rd in West Africa and 10th in Africa in the Container Port Performance Index, reflecting the effectiveness of recent investments and reforms.

To bolster transparency and accountability, the Authority has entered into a tripartite memorandum of understanding with the National Revenue Authority (NRA) and the Anti-Corruption Commission (ACC). This partnership aims to enhance collaboration in port security, revenue collection, and tax administration by promoting information-sharing and combating corruption.

Under the skilled leadership of Director General Yankuba Askia Bio, the Sierra Leone Ports and Harbours Authority stands as a dynamic institution driving national progress. Through strategic investments, infrastructure expansion, digital innovation, and strong governance, the SLPHA continues to play a pivotal role in Sierra Leone’s economic transformation and regional integration.
