Contrary to claims that the Sierra Leone Ports and Harbours Authority is ill-equipped to respond to emergencies, recent developments under the leadership of Director General Yankuba Bio point to steady progress in enhancing safety, operational readiness, and institutional reform.

Since assuming office, DG Bio has prioritized modernization and risk management across the country’s ports. His administration has initiated key interventions aimed at strengthening emergency response capacity, including procurement processes for critical equipment such as firefighting units, marine patrol boats, and improved communication systems.

Sources within the Authority confirm that although some procurement processes may not have been finalized at the time of the audit referenced, significant groundwork had already been laid. These include needs assessments, budgetary allocations, and engagement with international partners to ensure compliance with global maritime safety standards.

Under Bio’s leadership, the SLPA has also intensified staff training programmes, equipping personnel with the skills required to respond effectively to both maritime and onshore emergencies. Regular simulation exercises and safety drills are now being incorporated into operational routines an effort widely seen as a proactive step toward minimizing risks at the ports.

Moreover, DG Bio has championed transparency and accountability within the Authority’s operations. His openness to audits and willingness to act on recommendations demonstrate a reform-driven approach rather than institutional neglect. Stakeholders argue that the audit findings should be viewed as part of an ongoing improvement process, rather than a reflection of inaction.

Industry observers note that port safety is a continuous area of investment requiring phased implementation. As such, the steps taken so far by SLPA management signal a commitment to long-term resilience rather than short-term fixes.

While challenges remain, the narrative that the Ports Authority is wholly unprepared for emergencies does not fully reflect the reforms and progress underway. Under the leadership of DG Yankuba Bio, the SLPA appears to be on a path toward stronger, safer, and more efficient port operations in Sierra Leone.
