Sierra Leone’s Minister of Public Administration and Political Affairs, Hon. Amara Kallon, is leading a two-day mission to Liberia aimed at strengthening regional collaboration and sharing experiences on governance reform. In a speech at Liberia’s Governance Commission in Monrovia, Minister Kallon emphasized the critical role of governance reform in President Julius Maada Bio’s second-term agenda.
He explained that the establishment of Sierra Leone’s Ministry of Public Administration and Political Affairs is part of a broader initiative to modernize government institutions and improve public sector efficiency. “This visit is about learning and sharing. Liberia’s reform journey offers valuable lessons, and Sierra Leone’s experiences can contribute to regional progress,” Minister Kallon stated. Mr. Kalilu O. Bah, Chairman of Sierra Leone’s Public Service Commission, described the visit as an opportunity for both nations to advance their reform agendas in unison.
Mr. Sulaiman Phoray-Musa, Director of Sierra Leone’s Public Sector Reform Unit (PSRU), highlighted ongoing initiatives, such as management and functional reviews, which are expected to conclude later this year. He also outlined plans to introduce legislation by 2026 to further empower the PSRU. Liberia’s Governance Commission Chairperson, Professor Alaric K. Tokpa, welcomed the delegation and committed to fostering closer cooperation between the two countries.
During a courtesy visit to the Office of the President, Acting Minister of State Mr. Steve Stevquoah commended the Sierra Leonean team and reaffirmed Liberia’s commitment to strengthening bilateral ties. The delegation also held discussions with Liberia’s Civil Service Agency (CSA) and the Liberia Institute of Public Administration (LIPA), focusing on reforms in e-governance and institutional modernization.
Additional meetings are scheduled with the Office of the Vice President and the Liberian Senate. The Sierra Leone delegation includes Minister Kallon, Mr. Kalilu O. Bah, Mr. Sulaiman Phoray-Musa, Mr. Albert R.C.E. Williams, Chief of Program at PSRU, and Madam Cecelia Turay from PSRU. This visit underscores the importance of regional cooperation in public sector reform, knowledge exchange, and collective progress within the Mano River Union.
