Sierra Leone and Germany Strengthen Bilateral Ties

The Government of Sierra Leone delegation has arrived in Bonn, Germany, ahead of the 2025 Intergovernmental Negotiations on Sierra Leone–German Development Cooperation, scheduled for October 22–23, 2025. This year’s negotiations are significant as they mark the first time in many years that the talks will take place in Germany, underscoring the renewed commitment of both nations to deepen their long-standing partnership and advance sustainable development in Bonn, Germany, October 21, 2025.

The Sierra Leonean delegation is led by the Minister of Planning and Economic Development, Ms. Kenyeh Barlay, who is accompanied by senior officials from key government ministries and agencies. The delegation includes Ambassador Ernest Mbaimba Ndomahina, Commissioner of the National Commission for Social Action (NaCSA); Dr. Sartie Mohamed Kenneh, Chief Medical Officer at the Ministry of Health; Mr. Morie Momoh, Deputy Financial Secretary; Ms. Abie Elizabeth Kamara, Director of the Development Assistance Coordination Office at the Ministry of Planning and Economic Development; Dr. Patrick M. Kormawa, Director of Climate-Smart Agriculture and Food Security at PI-CREF; and Sierra Leone’s Ambassador to Germany, Ambassador M’Baimba Lamin Baryoh.

In its invitation, the German Government reaffirmed its continued support for Sierra Leone’s development agenda, particularly in implementing the Medium-Term National Development Plan (2024–2030) and the country’s commitment to achieving the Sustainable Development Goals (SDGs).

Ahead of the meeting, Minister Kenyeh Barlay emphasized the importance of the negotiations as an opportunity to reinforce the partnership between Sierra Leone and Germany. She noted that the cooperation between the two nations has already produced meaningful results across several sectors, including health, energy, governance, and agriculture.

“Our cooperation with Germany has consistently delivered tangible outcomes in key sectors such as health, energy, governance, and agriculture,” Minister Barlay said. “This meeting provides a valuable opportunity to deepen our collaboration and ensure that Germany’s support is aligned with Sierra Leone’s national priorities under the Medium-Term National Development Plan.”

She also expressed gratitude for Germany’s confidence in Sierra Leone’s reform agenda, emphasizing the government’s commitment to building a resilient economy and fostering inclusive growth. “This engagement further strengthens the long-standing partnership between our countries, which is built on trust and mutual respect,” she added.

The 2025 Intergovernmental Negotiations will focus on priority areas such as climate-smart agriculture, renewable energy, health system strengthening, and social protection. The outcomes of these talks are expected to define the framework for Germany’s bilateral assistance to Sierra Leone over the next two years, reinforcing both nations’ commitment to sustainable growth and development.
