A delegation of three Local Councils from Sierra Leone on 20th September 2023 had a fruitful engagements with Hon. Samuel J. Nii Adjei Tawiah, Chief Executive of Korle Klottey Municipal Assembly.
He happens to be the first Executive Officer of the four years old assembly in the Great Accra Region. It houses a population of about 68, 633 people according to 2021 Housing and Population Census.
Amazing things about this Municipal Assembly ranging from sanitation, urban beautification, revenue mobilization and stakeholder relationship with the assembly were shared with the delegation.
The Chief Executive accorded the delegation a warm welcome with assured hospitality.
Madam Vivian Sally Senesie, Head of study tour delegation entreated all to embrace and nurture the long standing friendship between the two countries. She called for ties to be strengthen the more through exchange visits and experience sharing.
Local Councils, she says contribute immensely to show casing development at the local level die to their proximal location to the localities.
Findings show that the Municipal Assembly has many features in common with Sierra Leonean Councils in terms of revenue streams; with property rate being the bulk of revenue contributor as is obtained in Sierra Leone.
Comparatively, the delegation realizes assemblies in Ghana have more devolved functions than Councils in Sierra Leone; a reason they have broader scope and mandate.
Innovation is visibly visible in most of their interventions; strength the delegation will definitely harness.
Digitalization is also found as a means to minimize leakages and cash sharing by revenue collectors. The monitoring systems are quite good and yielding. The creation of a comprehensive data base for petty traders in market locations, is also a good monitoring system. There is an absolute revenue linkage systems that reconcile and display payment based on zones, which the assembly uses to allocate development in communities based on revenue performance.
The waste management system is quite satisfactory in this municipal assembly. With the establishment of rapid response sweepers, major part of the city is always made clean. The policy of everyone cleaning and beautifying their frontage has rendered Accra one of the cleanest and greener cities in the Sub- Saharan region.
Our visit to the Accra compost and recycling plant in Adjea Kotuku, in the Ga West District in the Greater Accra Region via Anyaa-Awoshie Road and Accra-Kumasi road made us realize to what extent money is being made from waste through reduction recycling and reuse.
The distance to the recycling plant is about 42 km that took the team around 1 hour and 20 minutes’ drive in a moderate traffic flow.
It is an integrated waste processing and recycling company that collects, sorts, processes and recycles solid and liquid waste to produce organic manure for agronomic purposes and plastic pellets for further production of polypropylene products like chair and plastic bags.
Despite the trip to the plant was a bit hectic, yet the findings made it worthwhile.
