National Revenue Authority Commissioner-General Appointed to Prestigious United Nations Tax Committee

In a groundbreaking development announced on Monday, August 4, 2025, Jeneba J. Bangura, Commissioner-General of Sierra Leone’s National Revenue Authority (NRA), has been appointed as a member of the United Nations Committee of Experts on International Cooperation in Tax Matters. She is the first woman from Sierra Leone and only the second Sierra Leonean ever to hold a position on this prestigious global body.

Her appointment to the UN Tax Committee, for the 2025–2029 term, marks a significant milestone in Sierra Leone’s growing influence in international tax governance and reflects the country’s broader strides in economic and institutional development under the leadership of President Julius Maada Bio.

The UN Tax Committee plays a vital role in shaping global tax architecture, supporting UN member states in tackling issues such as international taxation, double taxation treaties, and tax policy frameworks that promote economic growth and equity. The Committee comprises renowned tax experts and professionals from across the world.

Commissioner-General Bangura expressed her gratitude to the United Nations for the trust placed in her, and to Sierra Leone’s Finance Minister, Ahmed Fantamadi Bangura, for nominating her. She also extended appreciation to President Bio for his continued confidence in her leadership, as well as to the Ministers of Finance, Foreign Affairs and International Cooperation, and Sierra Leone’s delegation to the United Nations.

“This appointment is not just a personal achievement, but a reflection of the progress Sierra Leone has made in enhancing its tax administration systems,” said Mrs. Bangura. “I am honored to represent my country and committed to ensuring that Sierra Leone’s voice is heard on key global tax matters.”

Recognized as a seasoned tax administrator, Bangura brings a wealth of experience in domestic revenue mobilization, tax policy development, and international tax cooperation expertise she has demonstrated through various reforms at the NRA and previous roles in and outside Sierra Leone.

Her appointment comes at a crucial time when developing countries are advocating for stronger representation in global tax policy discussions, particularly on issues such as profit shifting, tax transparency, and digital taxation fairness.

While the appointment has been widely applauded, some stakeholders have emphasized the need for tangible benefits to be delivered to Sierra Leone through her role.

It is important to note that the UN Tax Committee also develops key guidance documents, such as the UN Model Double Taxation Convention, and supports member states in strengthening their tax systems.

As she prepares to assume her duties on the Committee, President Bio and other government officials have extended their congratulations, hailing the appointment as a proud moment for the nation and a testament to the Commissioner-General’s leadership and commitment to public service.
