The Correctional Services of Sierra Leone and the Ministry of Social Welfare are investigating the cause of the death of a juvenile remand home at the Kingtom. Emmanuel Milton was found dead in his cell on Wednesday 22nd June 2021.
Those who are under investigation are the Co-inmate of deceased the officer in charge of the remand home, Assistant Superintendent of Correctional Service, the Duty Officer on that fateful night and the Social Welfare Probation Officer at the remand home.
According to the officer in charge (OC), he locked the cells before he left the home on Tuesday evening. Common sense suggests that if the deceased had complained about illness or any quarrel with fellow inmate, it would have been the duty of the night shift officer to have filed an official report.
The duty officer only found out that Emmanuel had died in his cell in the morning hours so it was apparent that they had not been around the precincts of the home during the night. The officer in charge of the remand home is facing accommodation problem as the available quarter is been occupied by the probation officer from the Ministry of Social Welfare. This makes it difficult for the officer in charge to monitor duty officers and the cells in which the inmate are kept.
Before this incident deaths had been occurring at the remained home but many had been because of illness. The home also faces problems with transportation, the lack of which limits the officers from carrying the Juvenile to court. Investigation into the course of death of Emmanuel Milton Continues.
