HRMO TENDERS LE 12 BILLION ANNUAL BUDGETS

In the ongoing budgets hearing session for Ministries, Departments and Agencies in the Ministry of Finance, the Human Resource Management Office (HRMO), has yesterday the 30th of September 2021, tendered slightly over twelve billion Leones as their annual budgets for the fiscal year 2022.

The budget ceiling was three billion Leones of which the excess over ceiling is nine billion Leones.

Presenting the budget to the Ministry of Finance, the Deputy Director of Training and Career Development, Chernor Isaac Mansaray summarized the budget as follows; the General Administrative and Operation Costs five billion Leones, Management Services 4.2 billion Leones, recruitment and selection 4.8 billion Leones, employee relation and staff welfare 2.0 billion Leones, staff planning and budgeting 5.2 billion Leones, training and career development 1.8 billion Leones, corporate strategy and administration 2.4 billion Leones, performance management 3.0 billion Leones and payroll administration 2.8 billion Leones totaling 12.0 billion Leones as recurrent expenditure for the fiscal year 2022.

As part of their planned activities for the fiscal year 2022, Chernor Isaac Mansaray also disclosed that they will be implementing the recruitment plan for all MDAs in 2022 in accordance with the manpower  report of 2022 (filling in critical vacancies); organize in-situ recruitment/absorption for the provincial and district offices; review of the training policy and strategy; implement the training needs and assessment for MDAs; customized  training in provincial administration; training for the human resource officers on the use of  Public Service Commission (PSC) forms/HR tools; training in ethical leadership and quality productivity improvement nationwide; develop and distribute the establishment list of Ministries, Departments, and Agencies of the civil service and training on payroll processing and management, payroll verification of NASSIT and National Identification Number (NIN) of civil servants in collaboration with the National Civil Registration Authority (NCRA) among others.

As part of their key deliverables for the fiscal year 2022, he also intimated that they will develop five year development plan for the HRMO, monitor the implementation of the reviewed civil service code, rules and regulations.

“Also as part of our key deliverables, we will develop and implement the civil service recruitment plan to fill in the critical vacancies in accordance with the  2022 manpower report and also monitoring of individual performance appraisal system (IPAS)”, he said.
