Government of Sierra Leone Prioritizes Economic Empowerment to Promote Grassroots Peace

A new approach to peacebuilding is emerging in Sierra Leone, as the Ministry of Youth Affairs shifts its focus to economic empowerment as a strategic tool to prevent conflict and foster national cohesion.

At the center of this effort is the country’s vibrant Bike Riders Union—an influential network of young motorbike taxi operators whom the government now views as key players in advancing peace at the grassroots level.

This week, Minister of Youth Affairs Ibrahim Sannoh met with senior representatives from the United Nations Development Programme (UNDP) and the United Nations Capital Development Fund (UNCDF) to plan the next phase of a peacebuilding initiative titled “Empowering Youth Bike Riders as Sustainable Agents for Peace in Sierra Leone.”

While previous efforts largely centered on civic engagement and awareness-raising, the latest discussions reflect a shift toward providing tangible economic support for young people. A central proposal now under consideration is the procurement and distribution of new motorbikes to union members linking peace not only to social stability but also to financial security and personal dignity.

“Peace cannot thrive in the absence of opportunity,” Minister Sannoh said. “By investing in the livelihoods of our young riders, we are giving them the tools to become not just peace ambassadors, but leaders in development.”

The UN agencies welcomed the proposal, emphasizing that integrating economic incentives into peacebuilding strategies can enhance both the resilience and long-term impact of such initiatives.

Bike riders, many of whom face daily economic hardships, play a vital role in community life. They serve as transporters, messengers, and local organizers—often acting as bridges between urban and rural populations. Their influence and mobility make them natural allies in promoting peace and stability.

The Ministry’s evolving strategy reflects a broader policy trend: merging economic development with peacebuilding to address the root causes of youth disenfranchisement. Both UNDP and UNCDF reaffirmed their commitment to the project, pledging continued collaboration with the Ministry to scale and sustain its outcomes.

As consultations move forward, the initiative is poised to become a national model for how youth engagement and financial empowerment can work hand-in-hand to build lasting peace and sustainable development in Sierra Leone.
