Finance Minister Presents Major Financial Agreements

The Minister of Finance, Sheku Fantamadi Bangura, on Tuesday 24th February 2026 presented a series of major financial agreements before Parliament, underscoring the government’s continued efforts to mobilize resources for infrastructure development, economic growth, and regional integration.

Addressing Members of Parliament, the Minister tabled nine significant papers covering public-private partnerships, international loan agreements, and regional development initiatives.

Among the key agreements presented were Public-Private Partnership Agreements for the design and construction of the Lungi Hotel, Congress Centre, and Presidential Villas, including provisions for the operational management of the Lungi Hotel by the Government of Sierra Leone. Financial and Swap Agreements to support the licensing of the China Project, in partnership with the International Development Association (IDA). Loan Agreement to finance Sierra Leone’s contribution to the capital increase of the African Solidarity Fund, in collaboration with the Arab Bank for Economic Development in Africa (BADEA). Infrastructure Financing Agreements for multi-phase African development programmes, also in partnership with the International Development Association. Loan Agreements involving the African Development Bank (AfDB), the International Development Fund, and the EC Agency for Global Development Facility, focusing on infrastructure development and technology transfer projects. Facility Agreement with the Kingdom of Morocco, signed in November 2025, aimed at supporting Sierra Leonean families while boosting food production and regional trade. Least Developed Countries Fund Grant Agreement, providing additional financing for construction-related projects, with the International Bank for Reconstruction and Development (IBRD) serving as the implementing agency. Programme Agreement with the Federal Republic of Nigeria and the African Development Bank for the development of the Mano River Union road network, covering regional road infrastructure and related projects.

Loan Agreement for the Bahumia Bridge Road Project and the Livestock and Library Development Programme, designed to enhance transport infrastructure and promote community development initiatives.

Minister Bangura emphasized that the agreements reflect Sierra Leone’s commitment to leveraging both domestic and international partnerships to accelerate national development. He noted that the strategic focus of the agreements includes infrastructure expansion, regional connectivity, economic diversification, and targeted support for vulnerable communities.

Parliament is expected to review and deliberate on the agreements in detail to ensure effective implementation, accountability, and transparency in the utilization of the funds.
