Councillor Mohamed Mansaray made his first appearance before Magistrate Medisah Massaquoi at Pademba Road Court No. 6 on two counts of cyber-related offences. He is charged with cyber stalking and cyber bullying, contrary to Sections 44(1)(b) and 44(2)(b) of the Cybersecurity and Crime Act 2021.
According to the particulars of the offence, between 1 and 10 November 2025, at Goderich, Western Area, Freetown, Mansaray allegedly. Willfully communicated with other persons, knowing that his conduct would detrimentally affect the complainant. Recklessly sent messages via a computer system, knowing the content of the messages was false.
The defendant consented to be tried summarily, pursuant to Section 121 of the Criminal Procedure Act 2024 and pleaded not guilty after the charges were read and explained to him.
The prosecution, led by I. Sheriff Tucker Esq, called Honourable Ibrahim Kabba, a politician, as its first witness. Kabba stated that on the alleged date he received an audio message in which the defendant accused him of receiving two thousand dollars for a community land transaction. Mansaray allegedly claimed to have video and pictorial evidence supporting his allegation. Kabba explained that the messages harmed his reputation and, despite attempts to resolve the matter directly, Mansaray refused to stop, prompting him to bring the matter to court.
The witness was cross-examined by A.S. Sesay Esq, who also applied for bail on behalf of the defendant, pursuant to Section 76(1)(c) of the Criminal Procedure Act 2024.
Magistrate Massaquoi granted the defendant bail in the sum of ten thousand Leones, with one surety of like sum, who must be a responsible citizen residing in the Western Area of Freetown. Bail approval is to be obtained from the Deputy Assistant Registrar.
The matter was adjourned to 26 November 2025 for further hearing.
