Chief Defence Staff Addresses RSLAF Female Personnel on Sexual Exploitation and Abuse Reporting

On Friday, 13th June 2025, the Chief of Defence Staff (CDS) of the Republic of Sierra Leone Armed Forces (RSLAF), Major General A.I. Bangura, engaged with female RSLAF personnel at the Young Officers’ Mess in Freetown’s Western Area.

The dialogue focused on critical issues surrounding sexual exploitation and abuse (SEA) within the RSLAF, particularly the reasons behind underreporting of such cases and the existing policies designed to protect victims and ensure justice.

Major General Bangura stressed the importance of accountability and reporting, stating:

“We [RSLAF strategic management] may set the policies and safeguards, but as women, you must come forward and report these incidents.”

The meeting was also attended by key gender advocates including the Minister of Gender, Madam Isata Mahoi; the Gender Advisor to the President, Madam IJ Kabba; and the RSLAF Gender Lifetime Patron, Madam Naasu Fofanah. All three reaffirmed their commitment to supporting a more gender-sensitive military environment and strengthening mechanisms to protect female personnel.

In her remarks, the Minister of Gender encouraged the female service members to be proactive and dedicated in their roles:

“Do not be complacent or lazy in your duties. Strive to compete healthily and confidently with your male counterparts,” she advised.

The engagement was part of broader efforts by the RSLAF leadership and the Government of Sierra Leone to foster inclusivity, professionalism, and a zero-tolerance stance toward gender-based misconduct in the armed forces.
