The ongoing alleged wounding case involving Bilkisul Kallon was again brought before Magistrate John Manso Fornah of Pademba Road Court No.2 on Monday, October 27, 2025. Kallon faces four charges, including wounding with intent, contrary to Sections 18 and 20 of the Offences Against the Person Act 1861, and assault occasioning actual bodily harm, contrary to Section 47 of the same Act.

According to the particulars of the offence, on Thursday, October 2, 2025, at Building One Community, Upper George Brook, Dwarzark Farm, Freetown, in the Western Area of Sierra Leone, Kallon allegedly wounded Isata Mansaray with intent to cause grievous bodily harm.

Count two states that Kallon maliciously wounded Isata Mansaray on the same date and location.

Count three further accuses Kallon of assaulting Isata Mansaray, thereby causing her actual bodily harm.

Count four relates to an alleged assault on Hassan Koroma, during which Kallon allegedly caused him actual bodily harm.

When the charges were read and explained, no plea was taken from the defendant.

The prosecution, led by Assistant Superintendent of Police Isatu Barber Musa, called their first witness, Isata Mansaray, a tailor. Isata recognized Kallon as her neighbor and recalled the events of October 2, 2025, when she returned home to find a boy weeding her garden. She told him not to uproot her crops. However, upon further inspection, Isata discovered that her crops had been uprooted. She reported the matter to her husband and mother, who advised her to inform her father, which she did. In response, Kallon reportedly told her to report the matter to the police.

Isata continued to recount that Kallon entered the apartment of a man named Abu, then emerged holding a matta pestle. He allegedly struck her on the head with it, causing her to bleed profusely. Isata’s husband, Hassan, took photographs of the injuries with her phone, and the images were later submitted to Akon Police Station. A police medical request form was issued, which was subsequently endorsed at Lumley Hospital (now identified as Z), and the phone used for the photos was tendered as Exhibit A.

Isata further testified that while she tried to remove the matta pestle from Kallon’s hand, he bit her on her left hand, causing an additional wound. A photograph of her injured hand was also taken and was tendered as Exhibit AA1-2. Isata later made a statement to the police about the incident.

During cross-examination by the defense counsel, Lukullay, an application for bail was made on behalf of the defendant. The defense argued that Kallon has a fixed address, is a breadwinner with three children, and has reliable sureties who can stand in her recognizance. The defense further assured the court that Kallon would not interfere with prosecution witnesses and would attend all future court hearings. The application was made pursuant to Section 76 (1)(c) of the Criminal Procedure Act of 202.

Magistrate Fornah granted bail to the defendant in the sum of Le 30,000, with a surety in like sum. The surety must be a senior citizen residing in Freetown with a fixed address and must provide a valid national ID card. The bail conditions are subject to approval by the Deputy Assistant Registrar.

The case was adjourned to October 29, 2025, for further proceedings.
