A Psychiatric Doctor, who works at the Kissy Psychiatric Metal Home in Freetown Dr Kelfa Koroma Kpallu, has tendered a medical report to Magistrate Mark Ngegba of the Pademba Road Court No. 1 confirming that the accused, Kissim Watffa, who allegedly murdered a Staff Sergeant Momoud Barrie force number 18172012 was of unsound in mind. The alleged incident occurred on 17 May 2022 at Davies Drive, in Hill Station Freetown.
Dr Kpallu also affirmed that the medical report of the accused was signed by himself and his colleague Dr Mattia.
Dr Kpallu said in psychiatric sense, the accused is paranoid.
When he was asked by Mr Gabidon if he knew what the accused was in court for, responding, he said the accused is before the court for an alleged murder.
On 12 August 2022, Francis Gabidon Esq representing the accused made similar application pleading with the bench for his client to be sent to the Kissy Psychiatric Hospital for a month period for observation and treatment, application which was granted by Magistrate Ngegba.
On Monday 22 August 2022, lawyer Gabidon intimated the court that the prison Director failed to comply with the court order.
It was at this backdrop that Magistrate Ngegba ordered the prosecutor and the Director of prison to do follow up to ensure that the accused have been properly examined.
Watffa appeared before the court on four counts of changes of conspiracy to murder, murder, wounding and assault occasioning actual bodily harm contrary to the laws of Sierra Leone.
It was alleged that the accused, on Tuesday 17 May 2022, at Davies Drive, in Hill Station Freetown murdered Staff Sergeant Mamoud Barrie force number 18172012.
The charge sheet states that the accused, on the same date and place in Freetown wounded and assaulted Sergeant Samuel Tucker number 18181414 in a manner thereby causing him grievous bodily harm.
Magistrate Ngegba denied the accused and remanded at the Male Correctional Centre on Pademba Road in Freetown.
Assistant Superintendent of Police (ASP) Christiana Davies Cole is prosecuting the matter adjourned to the 26th September 2022.
