Advancing Rural Finance Project Phase II… MoGCA and IFAD Strengthen Partnership

The Ministry of Gender and Children’s Affairs (MoGCA) has engaged the International Fund for Agricultural Development (IFAD) in advancing the Rural Finance Project Phase II, an initiative aimed at expanding community banking, promoting financial literacy, and strengthening women’s economic participation across Sierra Leone.

According to officials from MoGCA, the collaboration focuses on rural and peri-urban communities where limited access to formal financial services and gaps in financial knowledge continue to affect household resilience and women’s entrepreneurship. Building on lessons learned from earlier rural finance initiatives, the project seeks to expand community-based savings and loan schemes, formalize group banking structures, and connect women-led enterprises to the broader financial system.

A key component of the initiative is financial literacy. MoGCA and IFAD plan to introduce tailored training programmes for women farmers, traders, and cooperative members. The training will cover areas such as basic bookkeeping, budgeting, savings mobilization, loan management, and the use of digital payment systems. These efforts are expected to improve financial decision-making, reduce vulnerability to exploitative lending, and enhance women’s ability to manage and expand their income-generating activities.

Under Phase II, the community banking model will place strong emphasis on governance, transparency, and partnerships with regulated financial institutions. By strengthening the capacity of savings groups and community banks, the programme aims to create reliable opportunities for women to access microcredit, agricultural financing, and small business loans.

MoGCA officials also highlighted plans to introduce gender-sensitive loan products, flexible collateral requirements, and group guarantee mechanisms to better address the realities faced by women farmers and entrepreneurs.

In addition, the project will integrate value-chain support by linking women in agriculture to market information, aggregation services, and buyer networks. This approach is expected to improve returns on production and increase the likelihood of successful loan repayments.

IFAD will provide technical support for monitoring and impact evaluation to ensure that the programme is evidence-based and capable of being scaled up.

Stakeholders noted that the success of the project will depend on strong coordination among government ministries, local councils, and community leaders, as well as consistent funding and effective safeguarding measures.

MoGCA emphasized that the initiative aligns with the government’s broader gender equality agenda, stressing that financial inclusion is essential for women’s empowerment, food security, and sustainable economic development.

By combining community banking expansion with practical financial education and gender-responsive policies, Rural Finance Project Phase II aims to create lasting economic opportunities for women across Sierra Leone, helping to improve household livelihoods and promote inclusive rural development.
