Sierra Leone and Gabon have reaffirmed their commitment to strengthening bilateral relations and building a more structured partnership following high-level discussions between President Dr. Julius Maada Bio and his Gabonese counterpart, President Brice Clotaire Oligui Nguema, at State House in Freetown on Monday, 3rd August 2026.
The discussions took place during President Oligui Nguema’s three-day State Visit to Sierra Leone and culminated in the signing of a Joint Communiqué by the Foreign Ministers of both countries. The communiqué outlines key areas of cooperation and reaffirms the shared commitment of the two nations to advancing mutual development priorities.
President Bio formally welcomed President Oligui Nguema and his delegation at State House, where the two leaders held a private tête-à-tête before engaging in broader bilateral discussions with their respective delegations.
In his welcoming remarks, President Bio congratulated President Oligui Nguema on his election and commended Gabon’s transition back to constitutional governance, describing it as an important milestone for democratic progress on the African continent.
President Bio said the visit provided an opportunity to transform the longstanding friendship between Sierra Leone and Gabon into a more ambitious, strategic and results-driven partnership.
“Your visit provides an important opportunity to open a more ambitious chapter in the relations between our two countries,” President Bio stated.
He proposed the establishment of a Sierra Leone–Gabon Joint Commission for Cooperation, supported by a time-bound implementation roadmap to ensure that agreements reached between the two countries produce tangible benefits for their citizens.
President Bio identified agriculture, mining, fisheries, energy, infrastructure, tourism and logistics as priority sectors with significant potential for investment and expanded cooperation.
He called for stronger engagement between the private sectors of both countries through trade and investment missions aimed at identifying commercially viable opportunities and increasing economic exchanges.
The President highlighted opportunities for collaboration in agriculture, including mechanisation, irrigation, research and agro-processing, particularly in support of Sierra Leone’s Feed Salone initiative.
As two Atlantic nations, President Bio stressed the need for closer cooperation in sustainable fisheries, aquaculture and marine resource protection. He encouraged joint efforts to address illegal fishing and environmental degradation affecting marine ecosystems.
He also called for enhanced cooperation in mining governance, petroleum regulation, local content development, responsible environmental management and domestic value addition.
Recognising Gabon’s achievements in forest conservation and biodiversity protection, President Bio proposed collaboration in climate finance, carbon markets, forest preservation, marine protection and coastal resilience.
The President further identified education, technical and vocational training, healthcare, digital transformation, artificial intelligence, youth development, sports and professional exchanges as areas where both countries could share knowledge and expertise.
On peace and security, President Bio called for increased cooperation in maritime surveillance, intelligence sharing and the fight against trafficking, organized crime, cyber threats and illegal fishing, particularly within the Gulf of Guinea and the wider Atlantic region.
He reaffirmed Sierra Leone’s commitment to working with Gabon through multilateral institutions, including the African Union, the United Nations and other international platforms, to advance Agenda 2063, strengthen continental integration and support reforms in global governance.
Responding, President Oligui Nguema welcomed the opportunity to deepen relations with Sierra Leone, describing his visit as an important step towards expanding bilateral cooperation.
He noted that discussions between the two countries covered several areas of mutual interest, including agriculture, education, vocational training, language and cultural exchanges, while exploring further opportunities for sustainable economic development.
The Gabonese President emphasized the importance of dialogue, mutual trust and constructive engagement in addressing the challenges confronting African nations.
He also reaffirmed Gabon’s commitment to regional and continental integration through the African Union and ECOWAS, highlighting the importance of African solidarity in promoting peace, stability and sustainable development.
Following the bilateral talks, the Foreign Ministers of Sierra Leone and Gabon signed a Joint Communiqué, formalizing the commitments reached and establishing a framework for continued cooperation between the two countries.
The official engagements concluded with a State Banquet held in honour of President Oligui Nguema and his delegation at Chapter One, Lumley Beach Road.
The banquet, chaired by SLBC Director General Josephine Kamara, brought together senior government officials, members of the diplomatic community and other invited guests to celebrate the growing friendship between Sierra Leone and Gabon.
President Oligui Nguema’s State Visit continues with further engagements aimed at strengthening diplomatic relations, promoting tourism and investment, and expanding people-to-people exchanges between the two nations.
