The National Council for Civic Education and Democracy (NaCCED) has unveiled a new Strategic Communications Framework and a set of thematic pillars that will guide its civic education programmes and activities leading up to 2028.
The announcement was made on Thursday, July 24, 2026, at the conclusion of a two-day strategic retreat held at Galliness Paradise Hotel in Bo. The retreat ended with the adoption of the Galliness Declaration, a comprehensive work plan designed to operationalize NaCCED’s mandate across Sierra Leone.
Speaking at the retreat, NaCCED Chairman Joseph Munda Bindi disclosed that the Council has developed a Strategic Communications Framework and a Human Resources Management Manual aimed at strengthening institutional capacity, improving coordination, and enhancing public engagement.
Chairman Bindi explained that NaCCED’s strategic plan has been aligned with the National Medium-Term Development Plan (MTNDP 2024–2030) and the Sustainable Development Goals (SDGs) to ensure that its civic education initiatives contribute effectively to national development priorities.
During the final day of the retreat, NaCCED adopted key thematic pillars that will serve as the foundation for its civic education programmes. These include:
– Education on the National Constitution and Legal Frameworks;
– Education on Civic Participation and Inclusiveness;
– Civic and Voter Education;
– Education on Global and International Citizenship;
– Civic Education in Schools and Tertiary Institutions; and
– Education on Government Development Agenda.
These thematic areas will guide the implementation of flagship programmes such as Annual Constitution Week celebrations, Weekly Constitution Talks dubbed “Watin Dae Inside We Constitution,” civic lectures on democracy and nationalism, quiz competitions and educational games on constitutional, governance and historical issues, dialogue series, community engagements, and the establishment and operationalization of Civic Education Hubs.
Chairman Bindi noted that the Civic Education Hubs will serve as platforms for promoting participatory civic activities, strengthening community engagement, and fostering a culture of active citizenship across the country.
The two-day retreat brought together NaCCED leadership and staff to review institutional progress, validate new strategies, and establish a clear direction for the Council’s work towards 2030.
The newly adopted framework reflects NaCCED’s commitment to strengthening civic awareness, democratic participation, and responsible citizenship among Sierra Leoneans.
