In an effort to strengthening cooperation between the two countries, the Government of Sierra Leone, through the Ministry of Foreign Affairs and International Cooperation, and the People’s Republic of China have signed a development cooperation agreement, formalizing a shared commitment to translate longstanding bilateral principles into concrete development outcomes.
The signing ceremony, held at the Ministry of Foreign Affairs and International Cooperation, marks a significant step in moving the bilateral relationship from promise to actionable progress.
The event outlined a shared blueprint for direct impact, with a focus on practical projects aimed at uplifting communities across Sierra Leone. Senior officials from both countries gathered in the Ministry’s conference room, reaffirming their collective resolve to convert diplomatic commitments into tangible results.
Presiding over the ceremony, Sierra Leone’s Minister of Foreign Affairs and International Cooperation, Alhaji Timothy Musa Kabba, described the agreement as the culmination of a trusted and enduring friendship. He recalled the November 2025 visit of China’s Vice Premier, H.E. Liu Guozhong, during which China pledged 100 million Chinese Yuan in gratuitous assistance to support Sierra Leone’s development agenda.
“This document is alive,” Minister Kabba stated while presenting the agreement. “It is a testament to years of mutual respect. Our commitment is clear: these resources will be channelled into projects that deliver real and visible change for our citizens.” He emphasized the government’s resolve to ensure transparency and impactful implementation.
Echoing this collaborative vision, H.E. Zhao Yong, Ambassador of the People’s Republic of China to Sierra Leone, highlighted the dynamic and evolving nature of bilateral cooperation. He referenced recent joint initiatives with President Dr. Julius Maada Bio, including the launch of the Excellence Skills Academy and the development of an Environmental, Social, and Governance (ESG) report, noting that these efforts reflect a partnership increasingly defined by action.
Ambassador Zhao outlined the practical focus of the agreement, stating that China’s approach would prioritize “small but smart” projects. “Through joint consultation, we will implement targeted livelihood initiatives designed to deliver immediate and positive impact at the community level,” he explained, adding that the assistance is structured to be effective and responsive to local needs.
Reaffirming China’s commitment to swift implementation, Ambassador Zhao concluded, “We stand ready to work side by side with our Sierra Leonean colleagues to accelerate the delivery of agreed projects.”
