Commissioner General of National Revenue Authority Madam Jeneba J. Bangura assumed office as Commissioner General of the National Revenue Authority (NRA). Her tenure has been defined by strong revenue growth, major reforms, and improved public engagement.
Domestic revenue reached NLe 14.560 billion in 2024, representing a 44.2% increase from NLe 10.100 billion in 2023. Tax effort rose by 2.7 percentage points. Compliance also improved significantly large Taxpayers’ filing increased from 79.3% to 83.3%, medium taxpayers’ filing rose from 54.6% to 66.2%, corporate and personal income tax compliance averaged 79.8% and 78.2% respectively and PAYE compliance reached 67.6%.
Mrs. Bangura enhanced collaboration with international partners including the World Bank, IMF, AfDB, HMRC, FCDO, ATAF, EU, UNDP, UNECA, and GIZ. Under her leadership, Sierra Leone successfully hosted the WATAF 7th High-Level Policy Dialogue and the 21st General Assembly. She also strengthened cooperation with MDAs, Audit Service Sierra Leone (ASSL), the Anti-Corruption Commission (ACC), and border agencies.
Her international recognition grew as she was appointed to the UN Committee on International Tax Matters and became Board Chairperson of the ATAF Women in Tax Network.
The Commissioner General spearheaded major reforms, including completion of the NRA’s first data warehouse, integrating ITAS, ASYCUDA, ECR, and NTRS data.
Implementation of excise tax stamps, fuel marking, and the N-Soft system.
Expansion of the NTR Mobile Payment App to more agencies. Automation of the vehicle circulation levy. Finalization of a new financial reconciliation system and review of ITAS-Bank integration. Development of a Compliance Risk Management Framework and a Business Continuity Plan.
Service delivery was enhanced through the installation of four containerized service centres in Freetown. The Audit Charter was published, and the 2022 HS Code was implemented in ASYCUDA World, streamlining trade processes.
Mrs. Bangura supervised key research initiatives, including block registration, a tax exemption study, tax base expansion, technical smuggling analysis, and the Gender Balance Maturity Model (GBMM). She produced the NRA’s first Data Management Strategy and published the world’s first GBMM Policy Brief.
She enforced tax reforms in the Finance Acts of 2023, 2024, and 2025, with key measures configured in ITAS and ASYCUDA. Staff welfare also improved through salary increases, promotions, departmental strengthening, and reinstatement of the staff medical scheme.
Madam Bangura’s two years in office demonstrate clear progress, stronger systems, and improved revenue performance, positioning the NRA as a more effective and modern institution.
