The High Court of Sierra Leone, Holden at Freetown, presided over by the Honourable Mrs. Justice Fatmata Bintu Alhadi (JSC), on Friday, 21st November 2025, convicted Henry Kamara, an agent of the West African Examinations Council (WAEC) and of Holy Family School Quarters, Deep Eye Water, Wellington, Freetown; Marion Follah Musu Kamara, also of the same school and an agent of WAEC; and Emmanuel Kobby, an Information Technology Engineer of Holy Family School in Calaba Town and of No. 355 Bai Bureh Road, Freetown.
The Honourable Judge convicted Henry Kamara on one (1) count of Soliciting an Advantage, contrary to Section 39(1) of the Anti-Corruption Act No. 12 of 2008 (as amended); two (2) counts of Accepting an Advantage, contrary to Section 39(1)(b); and one (1) count of Conspiracy to Commit a Corruption Offence, contrary to Section 128(1) of the same Act.
Marion Follah Musu Kamara was convicted on one (1) count of Soliciting an Advantage; while Emmanuel Kobby was convicted on one (1) count of Conspiracy to Commit a Corruption Offence.
The Court sentenced Henry Kamara to pay a cumulative fine of NLe 120,000, payable within three years. Marion Follah Musu Kamara Was Sentenced to pay Nle 30,000 within one year, and Emmanuel Kobby was ordered to pay NLe 60,000 within two years.
Furthermore, the First and Second Convicts, Henry Kamara and Marion Follah Musu Kamara, have been prohibited from operating any educational institution for a period of three years, including the Holy Family Secondary School located in Deep Eye Water, Wellington, Freetown. The Third Convict, Emmanuel Kobby, has been banned from working for any educational establishment for three years.
By an indictment dated 24th February 2020, the three individuals were charged with multiple corruption offences. The charges alleged that on unknown dates between 1st January and 28th September 2019, they solicited sums totalling Five Thousand Six Hundred and Fifty Leones (Le 5,650) from various individuals to allow candidates for the 2019 Private WASSCE to sit the examination at a dwelling house rather than at the designated centre Holy Family Secondary School.
The Commission hereby reassures the general public of its unwavering commitment to combating academic malpractices and all other forms of corruption.
