Xi addresses UN Climate Summit, urging action and cooperation in global climate governance

Chinese President Xi Jinping on Wednesday announced a series of new actions in global climate governance cooperation, calling on all countries to live up to their responsibilities and help curb carbon emissions.

Xi made the remarks in a video speech at the UN Climate Summit 2025.

Noting that this year marks the 10th anniversary of the Paris Agreement and that all parties are expected to submit their new Nationally Determined Contributions (NDCs), Xi said it’s imperative to strengthen confidence, take responsibility, and enhance cooperation to move global climate governance cooperation forward.

The special high-level event on climate action was hosted by UN Secretary-General Antonio Guterres as part of the high-level week of the 80th session of the UN General Assembly.

Xi highlighted some of the main targets in China’s new NDCs.

China will cut economy-wide net greenhouse gas emissions by 7 percent to 10 percent from peak levels and increase non-fossil fuel energy consumption to over 30 percent of the total energy consumption, Xi said.

It will expand the installed capacity of wind and solar power to over six times the 2020 levels, striving to bring the total to 3,600 gigawatts, he said, adding that the total forest stock volume will surpass 24 billion cubic meters.

China will expand the National Carbon Emissions Trading Market to cover major high-emission sectors and essentially establish a climate-adaptive society, he said.

Xi stressed China’s determination and confidence in meeting the targets. He said these targets represent China’s best efforts based on the requirements of the Paris Agreement. And meeting these goals requires both painstaking efforts by China itself and a supportive and open international environment.

Xi shared three points in this regard.

First, he called for strengthening confidence. Green and low-carbon transformation is the trend of the times. Although some country is going against the trend, Xi said the international community should take the right direction with firm confidence and move forward with new NDCs and inject more positive energy into global climate governance cooperation.

Second, Xi called for taking responsibility. Countries should advance the global green transformation by upholding fairness and equity and fully respect the development rights of developing countries, he said. Countries should honor the principle of common but differentiated responsibilities, Xi said, calling on developed countries to fulfill their obligations by taking the lead in emission reduction and providing more financial and technical support to developing countries.

Third, international cooperation must be deepened, he said. Countries should strengthen coordination in green technologies and industries to address the shortfall in green production capacity and ensure free flow of quality green products globally, so that the benefits of green development can reach all corners of the world, Xi added.
