Kamarainba & Co-accused Person Do not Meet Bail Conditions

In a press release dated the 10th September, 2021 from the Judiciary of Sierra Leone of Mohamed Kamarainba Mansaray and co-accused person Marion Arouni states that both are yet to meet with the bail condition pronounced by Justice Samuel O. Taylor on the 7th September, 2021.

Both accused persons are before the Sexual Offences Model Court on eight counts charge of sexual penetration of meeting a child for sexual purpose and conspiracy amongst others were both granted bail by the presiding judge Hon. Samuel O. Taylor on the 7th September, 2021. The bail conditions that Justice Taylor gave were for the first accused person and are as follows: bail is granted in the sum of 100 million Leones and two sureties in like sum, one surety must be a house owner with property situated in the western area and should produce an original title deed to the Master and Registrar, sureties should produce proof of residence, ID cards, passport pictures, and the accused person should deposit same to the Master and Registrar,.

He must report three times in a week to the Master and Registrar and sign the attendance book reserved for the purpose and he must deposit to the Master and Registrar all travelling documents both foreign and national.

One of the lawyers for first accused person approached the Master and Registrar office for the first time at about 2pm on the 9th September, 2021 and the two sureties, Isha Baby Koroma who is self-employed and Swaibu A.K. Dumbuya, a retired driver for and on behalf of the first accused person Mohamed Kamarainba Mansaray.

The documents submitted for the first accused person were, one new Sierra Leonean Passport for the first accused person with only a Guinean Entry Visa, an affidavit sworn to by the first accused person stating that he does not own any other travelling documents aside from the new Sierra Leonean Passport submitted, a title deed with no valuation report and identification card for the two sureties.

The findings from the Judiciary of Sierra Leone were as follows; the first accused person has not produced his foreign travelling documents in total compliance with the bail conditions and one of the sureties, Ms. Isha Baby Koroma, is not ordinarily resident in Sierra Leone as she told the Master and Registrar in an interview that she is a United States citizen.  According to the office of the Master and Registrar it wishes to inform the general public that the Master and Registrar of the Judiciary of Sierra Leone are ready and willing to process or approach the bail condition of Hon. Justice Samuel O. Taylor’s ruling and that the office of the Master and Registrar has not received any document on behalf of the second accused person Marion Arouni.

According to the particulars of offense, both accused persons on the 14th February, 2020, on Valentine Day, in Kono District in the Eastern Province of Sierra Leone, Mohamed Kamarainba Mansaray sexually penetrated a 15 year old girl, which is prohibited by the Laws of Sierra Leone. The offenses include eight (8) counts of sexual penetration of meeting a child for sexual purpose and conspiracy amongst others contrary to section 19 of the Sexual Offences Act No.12 of 2012.
